Overgrown vegetation pushing in fence

There is an alleyway behind our property that I believe belongs to the houses on Sycamore Avenue that are so overgrown they are now pushing in my fence and damaging it. The fence is not even 2 years old and I had to replace it because of the same problem before. The Alleyway is clearly not used and is becoming inaccessible and I don’t believe it is my responsibility to have to try and get access to clear it. The vegetation is about 8ft tall in areas too.
