Bicycle been abandoned for over 3 weeks falling over covering the path

This bike has been chained to the lamppost for over 3 weeks It’s fallen / kicked over numerous times and urinated on by animals I’ve stood it up a few times to make way to pass using the pavement but it’s completely unacceptable myself and neighbours are having to do this - a note was put on the bike to no avail
