Neighbours garden waste

Neighbours had work done in garden, all rubbish was thrown into the alleyway. This blocks the emergency garden exit door to 10 Twigg Close. Alleyway is public land not private. Rubbish was also thrown into another Neighbours garden where there is no fence. Rubbish has accumulated further on the alleyway for the past month. Nothing has been removed.
