Overflowing huge bin kept on pavement

This bin is left here permanently, and is always absolutely disgustingly overflowing. The amount of wildlife it attracts results in is not ok, a whole gang of foxes every night and there is now food all over the pavement/road, it’s a disgusting nuisance and terrible for dog owners as there is now random food everywhere.
