Dog poo AGAIN

This is now my third complaint about dog poo on the grass verge right near where we park the car, in last month or 2. I have requested stencils put up twice. It's not happened. Please can this be cleaned up and stencils be put up. I have a camera that caught the offender. I also have my own sign up. But the tramps who live round here keep letting their massive dogs poo right outside my house and do not pick it up. As I mentioned before I am going to put down some paving slabs to prevent this happening again. I am fed up playing dodge the poo when getting in and out of my car. This whole estate is covered in poo, we need a dog warden, or at least some fines being issued. It's disgusting. Please let me know what I can do to prevent this.
