Over grown hedge

This hedge is in a school road and opposite car park spaces which are always in use. You can only fit one pedestrian on the pavement at a time because the hedge is so overgrown. It’s hard for people with prams to get down. It would be better if it was cut back to the same level as the brick wall to make it easier and safer for children and adults to walk to school and back. I believe this hedge belongs to 33 Sheldon Road, Bexelyheath, DA7 4PB. This hedge has been like since I moved into the area in 2023. I hope this is something no you can help with, thank you for taking the time to read this.
