Dumped raw and cooked food

Someone (looks like Indian or Turkish food) is dumping raw meat and bones and cooked food on the paving slab at The Green, its been going on for Months but this morning there is a fresh batch as seen in the picture. Foxes make a meal of it most times but dog walkers have to navigate it. It would be nice if the council could catxh the offender.
