Mound of dirt broken glass after tree stump removal

Tree stump was removed by council team after tree removal a month ago on Thursday 21st August 2025. Then a truck came along to clear up took two shovel fulls and left a mound like that hoovered rubbish into road never swept it up. There's glass bits of plastic and a large mound on grass how can grass grow back.
