Overflowing Skip

A skip was delivered via RMS skips, but was ordered through a third party LB Waste. The person who ordered the skip used to live at 69 Victoria Street but has now moved and the house is now empty. The skip is overflowing and causing a public nuisance, blocking the road, rubbish splicing onto the path and roadway, and it has attracted vermin. I have contacted both RMS skips and LB Waste and they claim because it is overfilled they are refusing to collect it, and an additional overspill charge is required, but the person who ordered the skip has not made payment. The skip is causing concern and is dangerous as the items within constantly fall out, which could fall onto passing vehicles or persons using the pathway.
