Large amount of rubbish in black plastic sacks on the pavement of Lower Road opposite Asda Store

On the stretch of pavement opposite the Asda Store, between No's 248 - 266 Lower Road Belvedere DA17, there are black plastic sacks filled with rubbish. Some are split open causing a complete mess along the pavement. Would arrangements be put in place to remove the black plastic sacks & the surrounding area cleared of the residual waste as soon as practical.
