Rubbish dumped at the top of Tower Road to the entrance of Franks Park

Someone has dumped bags of rubbish outside the entrance to franks park which is at the top of Tower Road Belvedere DA176HX. There are old dirty nappies, plastic, rotting food which is attracting vermin but not only that, the plastic is blowing into residents front gardens and the green areas. This has been there for over 24 hours and is really horrible to live next to.
