Decking for seating area built over linkbox and electricity cables

We have reports that a decking area has been installed over a linkbox in the highway in front of 198 Broadway Bexleyheath DA6 7BD. The land title appears to only cover the building and not any land infront of the restaurant like other businesses further along the road and across the road. Our linkbox would have been installed under our rights included in the highway act. Do you know if this a contravention of the highway/footway on this occasion. As it would appear so.
