Lots of growth at base of tree

The branches at the base of the tree are now stretching out onto the road making it difficult for parking here (outside 22 Rowley Avenue). They are also stretching across the grass verge so the grass cutters are not able to cut the grass properly. To my knowledge this tree has never been pruned.
