Overhanging after being pruned this morning

The men pruned the tree this morning but it looks terrible, they need to take more off the lower section of the tree, there are 2 or 3 branches hanging down on one side about 10 foot lower than the other side. It is very lopsided. Also it would make so much sense to take more off the top so it looked a proper shape, it is SO tall and my mum has deal with all the debris and lime from it every year and she lives alone and is 91 years of age. But if this can't be done then please can it be balanced out more, one side is still hanging over into her wisteria.
