Bags of rubbish left by recycling bins erith rd/upper park rd belvedere.

Caller said that volunteer road sweeper for the council who sweeps/tidys around the Nuxley Village area is bagging up the rubbish and dumping the bags by the recycling bins, which he says is encouraging flytipping
