Flats residents dumping their rubbish from upstairs every single weekend. Observed this many times. Foxes getting into these bags & rubbish spreading across the street. Please either install CCTV (issue fines) or possibly put public large bin with the sleeve going from the upstairs flats straight into the bin. There was some attempts previously with the bin standing at the bottom of the stairs, however rubbish was still dropped down on the grass from the top of the stairs.
