Pebbles beside the main road all over path

Anytime I’ve walked on this side of the road the pebbles are all over the pavement and in the road besides it. It’s a busy road so this pebbles often are flicked towards the pavement. I haven’t been hit but it’s only a matter of time until it happens. It’s a safety hazard. Along this road there is a huge build up of dust too that’s constantly in my eyes and everyone else’s that I walk with along the road it sounds like a silly issue but it’s not totally avoidable if I want to go to my local shopping Center or frankly for anyone in the area. Northend road is caked in grit, sand, gravel and all sorts of filth that cover your eyes. Maybe it’s from those pebbles I’ve previously mentioned. I have put the pebbles back on their turf before but they seem to end up in the road Everytime again not avoidable
