Flat above shop illegal HMO

I believe a flat above shop address 11A Lingfield Cres SE9 2RL is used as illegal HMO. I have seen at least 15 young people probaly students staying at the flat. One has told me they sleep on floors. There is anti social behaviour when they gather outside early mornings and night.
