Fences vandalised: horses escaping

Sent to London Borough of Bexley 1 hour, 42 minutes later. Report ref: 6962180.
Caller concerned that the area/junction of St Katharines Rd / Yarnton Way, appears to be damaged fencing allowing horses from the field to enter the road, he witnessed 3 horses whilst he was on the bus, he has looked up on facebook page: 'thamesmead all stages SE28' and found that this is an ongoing issue with horses escaping, causing a danger to themselves, pedestrians and drivers, asking if the fencing alongside the field can be checked and fixed, either addressed with the owners of the field or council maintenance.
He has contacted RSPCA in ref to their well being, however, concerned if the fence issue is not addressed, it is a danger to public and horses.
Please advise if council will be dealing with this matter or who this needs to raised with.
