Car has no number plates and has been parked outside 26 Ashburnham Road for months and hasnt moved

The car hasn't moved for months. It now has no number plates and the cover has been removed. A check on the number plates that were on it from gov.uk said the plates were invalid. We are due to have Thames Water works start on the 16th Jan and it is likely to cause obstruction for them
