There is a deteriorating road surface/pothole. It is significantly wide, and has an elevation dangerously lower than the road around it. It's extremely dangerous for cyclists, on what would be the most likely route down the hill for a them. This means speeds in excess of 15mph. It is virtually impossible to see at night, which is now most people's commuting time.
