Litter and leaf cleaning

Hello is it upto the shop owners to clean their area outside their shop in Pickford lane? If so they are being lazy and there are lots of cigarettes butts, leaves and general rubbish outside their shops. Especially near the bus stops in Pickford lane, outside the newsagent post office and the charity shop next door. In fact the charity shop extends his boundaries to the point you can just walk around the items on the pavement. Lots of leaves and general litter. Also litter by the chemist in Pickford lane and down the side of the road by the chemist. A damaged concrete bollard is also bending over as a car reversed into it outside the chemist. Surely a danger.
