Neighbours leave their garden covered in dog poop and keep throwing it onto the the tree line /motorway

Two our neighbours had two dogs. Recently it looks like they've got a third one. They leave the dog feces in the garden for up to 2 to 4 weeks at a time. The smell and the condition is awful. They keep pudding they're rubbish in our bin. But this morning was the final straw when the neighbour threw the dog feces onto the motorway. From the pictures you can see the timestamp and the date there is videos but I can't upload that. They don't use the correct bins for the correct rubbish so he takes the rubbish bag out the bin with dog and feces in froze. It misses the bushes which is normally where he throws it. Proceeds to walk around our cars. Pick it up, throw it again. My mum was in her bedroom looking out the window getting ready for work and he threw it into the motorway. That is not just environmentally not clean or safe that could have also caused an accident.
