Clothes in a filled and now ripped charity bag

38 Ripley Road has a large clothing charity bag that is now ripped on the pavement against the wall. As the bag has not been collected for some days now and the clothes have not been collected and the rain will spoil them it should have been assumed that this is not the correct way to dispose of clothes. There are nearby alternatives! (Sigh)
