Overgrown bush scratching cars

The bushes on the street are so overgrown and they are scratching cars as some of them have thorns which has created an issue with parking. The bushes are now coming through the railing. Also the trees at the bottom of the road need to be cut the branches now reach over the rail and when there are strong winds they break and land on cars
