Massive overgrown weed growing into my garden and brick wall

There is a weed in part of a private car park on East Street that has become so overgrown it is taller than the walls around it. Its roots have become so thick and its branches have started to grow into my brick wall at the back of my garden. I live on chapel road and this weed is inside the car park which backs onto the back of my garden. It has become so tall and unsightly it is an offensive sight at the back of my garden. Not only is it unsightly, it is starting to grow through my brick wall and I fear if left to grow, it will become even bigger and it will start rooting underneath my garden.
