The grass verges were cut earlier today, they returned a few hours later and blew the cuttings into the road/gutter

The cut grass should have been collected not blown into the gutter where it could block the drains and cause flooding. When it rains there are huge puddles which don't drain away, it's not possible to walk down the road with the odd numbers as it risk getting soaked from passing vehicles. The cuttings increase the risk of flooding.
