Flytipping in Allocated Parking Bay

It was only a matter of time until the scumbags who keep dumping their detritus beside the flyover strayed onto the private property of residents - they have now taken to dumping their crap in a private parking bay and it looks like some of this may be hazardous material (i.e. chemical containers) so please can this be removed immediately - where the warning signs have gone up in the car park area stating 'CCTV is in use' and stating fines will be issued - does this actually happen? Do you catch people? In which case please do the same for our private properties as I am fed up of having to report this regularly
