Utility van parked on the side walk with a flat tyre

The Mercedes Benz Utility Tipper Van - reg: B1 LMY, is parked in front of my house 252 Brook Street DA8 1DZ, for 3 days now. It has a flat tyre on the back passenger side that sits on the foothpath obstructing the way. It also looks very derelict inside the cabin and has metal scrap in the tipper. It just looks abandoned and it also has a very bad smell coming from it. I have attached photos and would be grateful if you can do something about this. Also spoke with my next door neighbors and it is not theirs or know who is it belonging to.
