Hole in grass verge

The residents of the house have been parking vans on their driveway which they are unable to get on without driving over the grass verge. This has called an extremely large hole in the grass verge which fills with water and is now proving dangerous. The whole is about 20cm deep, the mud is over the pavement and is slippery when wet and smells.
