Hedges alongside the house and garden desperately need cutting

All of the hedges that run over the back of the park are in desperate need of a cut. They have been very overgrown for some time now. The poor people in the house next to the park have been seen trying to trim them but it’s the council’s responsibility and therefore they should put something in place to cut them regularly.
