Public Right of Way - illigal gate

Between 167-169 Wickham Street is illigal gate which is blocking access under the Right of Way. Gate is illigal as it is not the Council gate but unfortunately it is land of the Council. Also pathway is not maintained by the Council because it is not available to get access. Please investigate it under the public right of way. From another side if it is not accessible to the public who is paying for the Council rent for it?

Apart from the Right of Way request isn't available key for the gate for the Allotment Site users. Also pathway is not maintained by the Ground Maintenance. Nothing is done till today it is on stage 2 complain to the Council. Also second part of previous pathway is overgrown by the trees and it is full of wood and leafs where are nests of rats and mice. Fence is also slowly destroyed by trees near fence but unfortunately I am getting false responses regarding trees. I think the Council should check how many people are complaining about it in our neighborhood. Because of new rules regarding trees in the border with neighbours.
