Council property upstairs to myself is leaking when raining. Potentially causing damage to exterior of my property downstairs as falling into my window seal. No one is currently living upstairs in the council property so I am reporting from below.

I have been in this property for 2.5 weeks and noticed the issue being constant when raining.
