Bush blocking pavement

The bush at no.59 is overhanging the pavement by about 2 feet now. Directly opposite it is a tree bed allowing 12 inches for pedestrians. It is a spiky bush with branches at eye height of children who have been injured by it. Bins are also left out blocking the pavement completely weekly. It needs cutting back to the boundary line.
