Road layout causing problems

We, Suffolk Road, are finding it increasingly often that the refuse collectors are unable to navigate the road. One side off Suffolk Road is on pavement parking except for a very small cut out (3 cars long). This is where the refuse lorry gets stuck. If this lay by could be removed and also made into on pavement parking, it would stop this issue. Kindly look into the matter.
