Growth around tree base causing obstruction

All the trees in Berwick Crescent have large amounts of growth at the base or around the stump causing an obstruction to both the pavement and roads. It’s making the road no visible at points which is already a difficult road to navigate down. In addition it’s causing damage to cars trying to park on driveways as the tree branches are scratching the cars.
