Sent to London Borough of Bexley less than a minute later. Report ref: 4584137.

The new tenants keep putting more rubbish outside the property. If the council keep removing it they will keep dumping more. Please can you fine them or send them a warning. It's an eyesore. There green bins are filled to the top and the lids don't close. There is a glass table left practically in the middle of the pavement. There back garden is even worse with rats and mice running around.
