Rubbish & shopping trolley on pavement

Sent to London Borough of Bexley less than a minute later. Report ref: 4489964.

Flat 3, 144 Upper Wickham Lane leave their rubbish outside in the street in black bin liners. Animals rip the bags open and drag the rotting food and rubbish down East Road. A recent addition to the rubbish is 2 large Morrisons shopping trollies which block the pavement. The rubbish is a risk to public health as it attracts animals which leave their faeces on the street (my elderly neighbour accidentally walked on the mess today). The trollies are also a risk as they block the pavement and people are having to walk on the street - my elderly neighbour had to do this today and hence the treading in dog mess accidentally. You keep closing this issue as solved but it isn’t. I will speak to our local MP too seek a resolution as this site doesn’t work.
