Repeated dog fouling

I managed to catch this man in the act of allowing his dog to foul the pavement on William Foster Lane at 16:35 on 14/04/2023 and then immediately walking off without picking up the dog mess. He had also allowed his dog to foul the pavement slightly further down the road right in front of me as I was walking past him, about 30 seconds prior. It just so happened that as I went to take these photos, the dog fouled again slightly further up the road (as witnessed in these 2 photos). There were many witnesses as our train had just arrived from central London and many passengers were walking home after leaving the train at Welling. I suspect that this man is a repeat offender as the pavements (and quite often the actual road itself) of William Foster Lane are absolutely caked in dog excrement every single day - it is sickening and I hate the fact that I have to walk this street twice a day from Monday to Friday. Not to mention the cigarette butts in the road below the flats there, the regular fly tipping, the frequent smell of cannabis coming from the flats or from school kids openly smoking cannabis at the end of the road, right next to Welling station car park. The footpath that connects William Foster Lane to Welling station is a really bad hotspot for dog fouling, it is caked in excrement most days. Other constantly excrement-covered pavements can be found on Northdown Road, New Road, the footpath which connects Northdown and New Road, Hazeldene Road and Elsa Road (particularly outside the school). I have lived all over the UK, but I am really sad to say that Welling has the worst dog mess problem that I have ever personally experienced by far, it is absolutely appalling and is the one thing that I really dislike about the town. I have lived in Welling for almost 2.5 years now and the problem has been constant throughout the entire time.
