Large tree in alley to garages at rear of property

This tree is located in an alley running at the back of the properties located on between Leysdown Ave. It was cut by the council a couple of years ago but as you can see even with no leaves it is now huge again and once it has leaves these overhang the gardens. My elderly neighbour cannot report this matter online so I am doing this for us both as the tree last year was resting on my hedges that I have since had cut. A branch broke off on the recent winds and it took us do long to dispose off and required sawing up!
Please could it be cut back once again as it is becoming a big problem.
