Defects in alleyway next to 24 Beech Walk Crayford

I currently live at 24 Beech Walk, Crayford and have an alley directly next to my property. This links Beech walk to Iron Mill lane and is a direct route to the primary school.
Lots of children walk down this path and I don't feel as a public footpath that it is kept safe. There are lots of rocks and uneven ground plus currently glass. At the bottom there is also a dip which creates a large puddle meaning the path is redundant for a large chunk of the year. I have noticed people are putting stones in the puddle to jump across and I feel this is also a hazard.
What can be done to maintain this path and is there a way we can have it paved or tarmacked?
