Failed underground rainwater pipe joint on my land that drains the garage roof of 4 Rowanwood Avenue DA15 8WN

Following a yellow Met Office warning on 6th November, my neighbours complained that their garage had an ingress of water from my driveway at 6 Rowanwood Avenue. My investigations revealed that the cause not my fault as my driveway, re-laid some 30 months ago had a fall away from their garage wall along its entire length. In my opinion the fault was that leaves had blocked the gutter and downpipe draining their garage roof. I informed my neighbours of my findings in writing. Subsequent to that my neighbours have not cleaned their gutter nor drainpipe and heavy falls of rain going into their drainpipe has for the last two weeks risen from below ground causing their garage's brickwork below the damp-proof course level to remain wet. This indicates that one or more joints underground where the downpipe meets the horizontal pipe connected to the public drain has/ have failed; letting the rainwater flood the land below my driveway possibly letting subsoil into the public drain. This is undoubtedly causing damage that can only get worse. I would be grateful if you would ensure that my neighbours are required to clean their rainwater drainage and make good any damage caused to both my land and the public rainwater drain.
