Weeds coming through tarmac on public footpath

Weeds constantly appear on the public footpath outside my property and others on this road. The footpath has lots of cracks/small holes in where weeds grow from. I have on a number of occasions pulled up the weeds-but this isn’t my responsibility. They make the road look very unkempt. This has been ongoing for a few years now but the more the weeds are removed, the more that grow back. There is a contractor for the counsel who de-weeds the street but these areas are missed-therefore weeds are not attended to.
I have purchased new gravel boards for my boundary fence as the weeds start to spread into my front garden-giving me additional work.
Generally the footpaths on this road are in poor condition, especially on the bend where Salmon Road meets Roberts Road
