Littering by number 8 Grove Road AGAIN

Hello there, I am getting sick and tired of complaining about these tenants. This is the 3rd complaint for litter outside their house ONLY in 2 months. I spoke to a gentleman last month who said action would be taken and it seems like it was, as I suspect you went round to their house and asked them to clean the mess up or be fined. I saw the tenants cleaning the mess up a day later. However as there has been no repercussions, they have again started to litter the street outside their house. Like I mentioned before I am an electric wheelchair user and the only way to Upper Belvedere shops for me is via that pavement, I cannot get by when there is all that rubbish on the pavement. I actually knocked on their door today and asked them to clear the rubbish and a young man opened the door and told me to "eff off old man, you clean it yourself". Can you please do SOMETHING about this. As well as blocking access, they are ruining the look of our lovely road. This is unacceptable. Can you speak to their tenant?
