Regularly recurring dumped litter from drinkers sitting on the grass

Here we go again, the sun comes out and so do the throughtless drinkers who sit on the grass and then dump their rubbish on the corner of Manorside Close/Harrow Manorway - there is no bin here so why they think its acceptable to leave their detritus here rather than taking it home with them or to find a public bin (there is one at the top end of the path but they are clearly too thick or lazy to walk up there) - this has been going on for at least the past 5 years and I have to constantly report it - it needs to be included as part of the duties of the council workers who empty the bins in this area and an actual litter bin should be put by the gate to at least give it some containment and prevent any glass breakages which could obviously injure any children playing or dogs being walked in this area which people do daily - PLEASE can you sort this out once and for all as I am absolutely fed up having to keep reporting this month after month/year after year
