Rubbish strewn down East Road

This the sight I woke up to this morning outside my house. Flats 2&3, 144 Upper Wickham Lane leave rubbish outside their house in black bin liners. Their rubbish gets dragged down East Road - all the way to the end. The problem is reported weekly but is getting worse. Cleaning up rubbish weekly does not solve the problem. Both flats do not appear to have green bins. Please provide them with green bins
