Wobbling slab and resultant cracked slab

One slab has started wobbling in March 2022. It has been getting steadily worse and now is very uneven when stepping on it and is now a trip hazard. As the concrete grouting is missing, there is a large gap which also presents a trip hazard and has the potential to cause foot / ankle injury. Furthermore, the slab in front has cracked due to the uneven surface, so there is clearly soil/sand movement which has caused this and its getting progressively worse.

The two wobbly slabs were temporarily filled in with tarmac a few weeks ago, which started coming away the day after. Then last Thursday 4th August the whole section of pavement outside my house has been filled in with tarmac and the slabs removed. This is also now coming away in several places and looks unsightly compared to what it was like before. Plus the slabs have been left in a huge tower and coned off in the street.
All I needed was some sand to level the wobbling slabs, replace one broken slab and some cement to lock it all into place. Virgin Media had to replace all the broken slabs when they installed the fibre cabling, but the council have replaced slabs with low grade tarmac which will cost more to maintain as they need to come back to fix the problem.
