Shrubs,weeds and brambles encroaching on path down side of house

There are many brambles and weeds overgrown and out of control coming from the land next door. I assumed this belongs to the school but they say it is not their problem but the councils. Its my mums house and she is in a care home at the moment but she may come home soon. It would be very dangerous for her. I have tried cutting g them back but it's impossible as it is so overgrown. This area seems that it has been abandoned for many years now. Please can this be looked after and maintained. It is dangerous. Also overhanging trees grow over the public footpath and this area is very slippery and this may be where my mum slipped and broke her hip. This urgently needs to be looked at.
