Two men pulling cables from an open manhole, no barriers, no uniforms, looked suspicious

Sent to London Borough of Bexley less than a minute later. Report ref: 3629035.

Approx 21:30 on 27/06/2022 two males one wearing a white T-shirt and shorts, one wearing an orange jacket and black trousers seen pulling cables from open manhole cover in front of Hummerstone and Hawkins on Welling Highstreet. Didn’t look like maintenance personnel, and no barriers or signage to prevent pedestrians falling down the hole.
