Large leafy tree overgrown into the public footpath fence between tree and footpath

The large tree is going straight over the fence into the footpath which the public use it is a large leafy tree unsure if it belongs to the Council as it is on the other side of the of no 35/35a they have a lawn and a spare bit of concrete around the property it is right up against the fence of the footpath the fence is getting pressure from the tree and going onto the path
